The three -year guarantee covers the base charge for its tariff plan, but not rates and taxes, and must be in one of the new Verizon MyPlan subscriptions to qualify. That means that Verizon can still increase its monthly bill in the form of higher rates, which is what wireless operators tend to do anyway when they want to collect more.
