The rating confirms that the program’s research meets federal Every Student Succeeds Act (ESSA) standards for demonstrating evidence of effectiveness. In 2022, 95 Percent Group’s 95 Phonics Core Program® also earned an ESSA rating for Tier 1 instruction.
Based at the Johns Hopkins University Center for Education Research and Reform, Evidence for ESSA was created following passage of federal law by Congress in 2015 and provides independent, authoritative information on program research that meets ESSA’s evidence standards. As a leading resource in the field, the website enables educators and communities to select effective teaching tools to improve student outcomes.

In the study that obtained 95 evidences from the phonics lesson library for ESSA approval, two schools in Ohio Youngstown City School District LXD implemented the program with 4th and 5th grade students. By mid-year, LXD found that 7 percent more 4th and 5th grade students had completed the program.He first-year students and 13 percent more than 5He Students were at or above benchmark compared to their peers at other schools in the district that did not use the program.
