Italy has become the first Western nation to officially ban the ChatGPT artificial intelligence chatbot on privacy grounds. The European country is seeking to launch an investigation into alleged violations of its data privacy rules. This investigation would also determine if the OpenAI chatbot complied with the General Data Protection Regulation.
On Friday, the Italian data protection authority called for the suspension of ChatGPT following a breach of the platform on March 20. According to the Data Protection Authority (GDDP), one user’s data was exposed to another user through the AI chatbot.
Amid allegations that ChatGPT breached at least one user’s conversations and payment information, the GDPP also raised another pressing issue. The Italian data watchdog noted that the information about the data compiled by OpenAI is inadequate. in a Press releasethe security guard said:

Furthermore, the GDPP noted that the information processed by ChatGPT does not always reflect actual data. The agency concluded that the chatbot could be inaccurate in processing personal data.
ChatGPT Ban in Italy Comes as Data Watchdog Alleges Chatbot Lacks Filter to Verify User Age
The GDPP also alluded to how ChatGPT may have violated its own data protection rules. The Italian data watchdog explained that although the chatbot has age limitations, it lacks a filter to verify the age of the user. This operational deficiency implies that children under 13 years of age could be exposed to inappropriate responses for their age.
Following the ChatGPT ban in Italy, the GDPP said that OpenAI had 20 days to address the concerns raised. According to the watchman:
“OpenAI has appointed a representative in the European Economic Area, and must communicate within 20 days the measures adopted in execution of what is requested by the Guarantor, under penalty of up to 20 million euros or up to 4% of global turnover annual”.
The ban is not the first time Italy’s data watchdog has moved against an AI chatbot. In February, GDP Replika Banned Chatbot App of accessing personal data, citing risks for emotionally fragile people and minors.
Although ChatGPT had around 100 million users worldwide in its first two months, it is not clear how many users there are in Italy. An hour after the announcement of the ban in Italy, some publications were still claiming to be able to access the AI service from within the country.
Despite its initial success and explosive popularity, ChatGPT has also come under fire in other parts of the world. For example, the Center for Artificial Intelligence and Digital Policy (CAIDP) today filed a complaint against the chatbot. The CAIDP described ChatGPT as a “biased” and “misleading” platform that could compromise public privacy.
