In addition to the complaint filed by the Center for AI and Digital Policy that the OpenAI investigation may spark, there are a number of other efforts aimed at stifling the development of AI systems across the board.
OpenAI, the fast-growing artificial intelligence (AI) startup behind the popular platform, ChatGPT may be receiving an investigation by the Federal Trade Commission (FTC) for violation of section five of the FTC Act that focuses on deceptive and unfair practices. The probe can be activated after a Formal complaint Presented by the Center for AI and Digital Policy.
“The FTC has a clear responsibility to investigate and prohibit unfair and deceptive business practices,” the center’s founder and president, Marc Rotenberg, said in a statement. “We think the FTC should look closely at OpenAI and GPT-4.”
That ChatGPT has taken center stage in the AI discourse is not an exaggeration, as the platform gained over 100 million users in the first few months of its launch. The recently released GPT-4 is even more advanced, however, there have been complaints that the app gives false answers.
The basis for the complaints and the Section Five that was violated postulate that OpenAI employed deceptive tactics to market its product to consumers and detect competition. This complaint may even get more focused attention from the regulator, which recently updated its terms, asking companies like OpenAI to desist from inflating their capabilities.
In addition, the FTC wants developers of AI programs to explore all potential risks.
“You need to know the reasonably foreseeable risks and impact of your AI product before bringing it to market,” the agency wrote. “If something goes wrong, maybe it crashes or produces skewed results, you can’t just blame a third-party developer of the technology. And you can’t say you’re not responsible because that technology is a ‘black box’ that you can’t understand or didn’t know how to test”.
OpenAI Probe in the middle of a call to stop AI development
In addition to the complaint filed by the Center for AI and Digital Policy that the OpenAI investigation may spark, there are a number of other efforts aimed at stifling the development of AI systems across the board. In a recent move, around 1,000 tech leaders including Tesla CEO Elon Musk and Apple co-founder Steve Wozniack called for a suspension of AI solutions for at least 6 months.
“We call on all AI labs to immediately pause training on AI systems more powerful than GPT-4 for at least 6 months. This pause must be public and verifiable, and include all key players,” the leaders said in their open letter. “If such a pause cannot be quickly enacted, governments should step in and institute a moratorium.”
In addition to this, the United Nations Educational, Scientific and Cultural Organization (UNESCO) has also called for the formation of a Global Ethical Framework for Artificial Intelligence systems. With this growing clamor, the excitement surrounding Google’s ChatGP and Bard may subside if regulatory scrutiny over these solutions intensifies.
