According to a report published by AFP, Do Kwon, the CEO of Terraform Labs, has been accused of document falsification in Montenegro. Kwon was arrested at the Podgorica airport while traveling with false documentation. South Korean prosecutors have said the Terra co-founder faces extradition to South Korea.
Montenegrin police report on the forged travel documents found in Kwon’s possession
Terraform Labs co-founder and CEO Do Kwon, also known as Kwon Do-hyung, was arrested Thursday in Montenegro, a mountainous country located in southeastern Europe on the Balkan Peninsula. The news was first reported on March 23 by Montenegrin Interior Minister Filip Adzic, who explained that Kwon was detained at Podgorica airport with false identification documents.
according to a report published by AFP on Friday, Kwon is now being charged with forgery in Montenegro. Kwon was also traveling with an unknown companion who was also detained. “A criminal complaint was filed against both people for the crime of document falsification,” the Montenegrin police detailed. In addition to the forgery charges, prosecutors want to detain Kwon for 30 days because he apparently denied that his identification documents were forged.

In addition, Kim Hee-kyung, a spokesman for the Seoul Southern District Prosecutor’s Office, told AFP that the government would like to see Kwon extradited to South Korea. “South Korean prosecutors will take steps to repatriate Kwon Do-hyung. We are working on the process,” the spokesperson explained. Kwon is also facing a number of lawsuits in the United States, including a recent lawsuit brought by the United States Securities and Exchange Commission.
Montenegrin police said Kwon and his companion had “falsified” travel documents that were derived from Costa Rica and the duo were looking to fly to Dubai. Police also said that after a baggage inspection, there were also travel documents from South Korea and Belgium. Montenegro’s Interior Ministry said Kwon’s Belgian ID was also forged documents. The name of Kwon’s travel companion has not yet been revealed.
