A legislative proposal has been introduced to support the bitcoin economy in the US state of Texas. “People who own bitcoin must be protected” under the Texas Constitution, the proposal describes. “No citizen of Texas will ever be deprived of their right to own bitcoin and all bitcoin owners will be protected while enjoying all the privileges associated with cryptocurrency.”
Resolution to support the Bitcoin economy
A legislative proposal called House Concurrent Resolution 89 (HCR89), expressing support for the bitcoin economy in Texas, was introduced Monday in the state House of Representatives by Rep. Cody Harris. Concurrent resolutions require the approval of both the state House and Senate, but do not have the force of law.
The resolution says:
Persons who possess bitcoins must be protected by Section 9, Article I, of the Texas Constitution, which states that ‘Persons shall be safe in their persons, houses, papers, and possessions, from all unreasonable search and seizure’; this right should also be extended to digital possessions, such as cryptocurrencies.
Furthermore, the resolution not only aims to gain the backing of the state legislature to protect “people who code or develop on the Bitcoin network,” but also welcomes bitcoin miners “to seek any form of energy to help secure the Bitcoin network in the state of Texas.”
The resolution adds: “Persons who mine bitcoins in Texas shall never be precluded by any law or resolution restricting the practice of protecting the Bitcoin network for the security of virtual currency.”
In addition, the resolution establishes:
No Texan citizen will ever be deprived of their right to own bitcoin and all bitcoin owners will be protected as they enjoy all the privileges associated with cryptocurrency, including the immunity afforded for censorship-resistant bitcoin spending and the ability to store bitcoins. in a non-hosted wallet without undue interference from any government agency.
